Then start tranqing one if your mount allows you to equip weapons, (really only ichthy) if it stops mid swim and its head slouches slightly down that means it is knocked out. You can then feed it meat to tame it, while keeping in mind that the ko'ed anglerfish you are looking at will stay deep below the ocean until it is tamed, so if you don't have a scuba tank quickly resurface for oxygen right after you ko the angler, then swim back down to check on it every once in a while. If you swim back to it and it's tamed, you can whistle follow and it will follow you back to the surface really quickly.
