Makes perfect sense that they can both lay eggs. Many real species can lay eggs with or without a male. Some species even have both male and female organs. Flatworms for example are hermaphrodites and have a sort of duel to decide who will give up the energy required to bring up a child. As this species is used as a bioengineered nanny it would make more sense to make these animals capable of playing both roles to save space. I believe this is an intended feature and won't be going anywhere.
