If you are on a map like Valguero that has Wyverns on it and happen to steal and hatch an egg before taming your first Quetzal, you can whistle for your Wyvern to follow you and if you dismount it while high enough in the sky (as you would need to be anyway to tranquilize a Quetzal), it will not autonomously land and you will be able to stand on its shoulders (or, if you're feeling particularly bold, you can move to stand on its head). From here, you have a stationary point from which you can shoot at a Quetzal, without needing a platform saddle, a tapejara, or a grapple. Set your Wyvern to passive before pursuing the Quetzal. Since your wyvern should be naturally faster, you can gain on it and even get ahead of or directly above the Quetzal, dismount, fire a shot or two, then mount and repeat.

Note: since the Wyvern models are different, I don't know if this will necessary work on all types. I tamed my first Quetzal on Valguero with an Ice Wyvern. Test the dismount method above a body of water or above a place you don't mind potentially dying with your Wyvern before pursuing a Quetzal or anything else with this strategy.
