Honestly I have always wanted one of these. Then I found a lvl 10 and trapped him an knocked him out. After taming and build a saddle I took him out and was wanting to melt things but it just didn't happen. I have a decent lvl Rex that can out kill him.

The torpor will run out in about 15 seconds but the narcotics act like jerkey and last ages so if you want to tame him then prepare over a thousand narcotics and give them to him in sets of 50 and that'll give you about 8 minutes till next topup. They are the second strongest dino and their passive tames walk right up to them and give them a berry they like people so much they will run up to you and ask for food easier than a dodo
