Trap the Angler if possible, or use a sturdy underwater mount to keep it from escaping while you knock it out with a crossbow and tranquilizing ammunition. Shoot cautiously and allow time between hits to avoid killing it, then place preferred kibble or meat in its inventory and protect it while it tames.
