The Pachycephalosaurus' neck was not built for a forward headbutt, but when you consider a strike similar to giraffes, the skull's shape is ideal. The bony ridges and knobs at the back of the skull would deal no damage in a forward strike, but indeed be useful in side-strikes to the flank of an opposing dinosaur, likely of an entirely different species.
