Grab bug repellent and swim up to it with about fifty angler gel and feed it. Then you have a manta. DO NOT TRY TO TAME WHEN BY BASILO. They will kill you very easily.

Another way to tame,

Grab your tuso and a teammate with you on the saddle grab the manta and let your teammate swim up to it. And feed it.
