Basilosaurus are passive tames: clear the surrounding mantas, sharks, and other threats—using a Baryonyx or fast aquatic mount if helpful—then approach and feed it meat or preferred kibble from your hotbar. The first wait between feedings can be long, so stay nearby and protect it, and keep using the same food throughout the tame to avoid resetting progress.
