On The Island, I always find very quickly in the waters near South Beach, around 65 longitude. They're generally not difficult to spot, due to the swarms of Mantas and Ichthyosaurs. Though it's only happened to me once, I've found one stuck between a large rock and the beach itself, at the south edge of the rocky penninsula near 50 longitude.
More Basilosaurus Encountering Tips

In crystal isles, these guys spawn in the tropical beach area in the southwest of map, itβs not common, but they can.
Yo to find them check near herb island they do spawn near the shore
Watch out for its manta cult.
In real life these were vicious carnivores that would have killed and eaten a human on sight and lived mostly in shallow waters and swam up rivers looking for food they were also twenty metres long, good thing the developers didn't make them more realistic or crossing rivers would be a dream until you have a flyer.
Seems everything flocks to it mantas and icthy, be careful while swimming near cause they can body block you and you be killed.
Take a Baryonyx or a powerful swimming creature to kill off the Manta's and then go in for the tame
I live on herb island and they spawn all around me just tamed one and it's my second most powerful tame (after a spino). These r a must have in my opinion

How to tame or kill for oil.
1.Get a baryonyx and use its aoe on the mantas until most are dead
2. Passive tame it ( Or kill for a hell lot of oil ) while your baryonyx is close incase a stray manta comes
3. Repeat until tamed
