Spino is strong and agile has more stamina than a Rex so if you wanna boss fight use a spino but it is sometimes good to use a Rex

Did you know that Spinosaurus Aegypitacus means “Egyptian Spined Lizard”? And that it spends more time in the water? Also Spinosaurus was featured in Jurassic Park 3 and in this movie it can kill a Rex with ease. But in real life T. Rex was stronger than Spinosaurus plus Spinosaurus lived in Egypt and Morocco and the T. Rex lived in North America.

For all the dumb pvers Rex's are better due to the health Stat this is why most smart pvprs use Rexes because not everyone fights in the water, mostly in the sky or on land from my experience. Plus Rexes are just superior in boss fights due to the massive health Stat, and if you can get a decent Rex your Rex will do more damage than spines will be able handle because of their lower health Stat. YES Spinks are cool for pve but they are no where near as efficient in pvp as Rexes are

The spino is not stronger than the Rex except if he is on water. When the spino get the hydrated buff, his attack are stronger the the Rex.
