For the time it takes to tame a high level and for how rare prime fish meat is, I don't see it being worth any time taming as with raw fish meat a 150 would take over 5 hours, just to get organic polymor that makes Gillie suits..

To tame this mighty seagull craft some bolas probably about 5 more just in case if you miss or you want to tame another dinosaur/mammal that can be bolad ( go to oceans since they can be found there more then near beaches if your using a flyer to find one you'll have to wait until the seagull goes to land bc if you bola it then tranq it its gonna get attacked by aggressive fish mantras or megalodons(also I don't think you can use weapons on a flyers back) wait for the seagull to get to land then hop of the dinosaur or flyer you where riding and bola it (make sure you have narcos about 6 and your games are on passive or netrule I had to find out the hard way) after it's bolad tranq it with tranq arrows or use a bat to knock it out give it fish meat after it's knocked out maybe craft a bed to starve it if it's not hungry enough to tame fast you can sleep on the bed to pass time then feed it narcos once you wake up to keep it knocked out once its starved put fish meat or prime fish meat in it's inventory and watch it tame up once tamed it still only eats fish meat! So make sure it doesn't starve and boom you have a all Hale the mighty seagull
