If you want to tame one of them, you need biotoxin on your hotbar. You can easily find them everywhere in the end of the water, you just have to dive in. Eels are so cool in real life, it’s a bit disappointing the game portrays them like this. We need a TLC for them, like the ability to power things or better swarm AI or a new eel dino, like a gulper eel or a snake shark
