Enforcers are usually passive, but attacking them—or harming creatures near one or its scout—can trigger aggression. Immobilize one with a bola while staying close enough to limit its teleport escape, then use ranged attacks against its head while keeping out of melee range. Use cliffs or other terrain to maintain distance and avoid being caught by its teleporting attacks.
