You can make higher level enforcers by combining multiple enforcer BPs using the tinkering bench. This does scale with crafting skill, so having a dedicated crafter do this is the way to go for better results.
For 100% success but low quality rating and terrible bonuses use the stable combination, even with terrible bonuses a 401 Enforcer is still better than the 150 you find in the wild and thanks to its low rating the BP cost is cheaper for an ascendant BP, though not by much.
For better quality and better bonuses, use the unstable combination, though its success rate is fairly terrible as 4 out of 5 will be a failure and you will lose BPs when this happens. When it succeeds you'll have a better 401 enforcer than the previous method but it will be much more expensive and time consuming depending how far you take this.

I found a 175 blueprint (acsendant) that was wicked awesome, but it cost 4000 metal ingots, 10000 element dust, 500 oil, 2500 crystal, and 3000 polymer. Am currently farming resources for it, afraid I may never make it.
I made a lv90 and that was so hardπ I feel bad for the guy who made the lv175

You can craft them from terminals in the city. The higher the level, the more teleport slots. They are also passive unless provoked
For a basic enforcer, go around the city and gather at least 500 element dust from lampposts(preferably more), kill a few isolated enforcers until you get 20 oil, go to the wasteland killing the weaker corrupted creatures for corrupted nodules (they can be used as polymer)
When you collect all the resources, go to a city terminal and craft your own enforcer.
The Enforcer drops a blueprint upon being killed and the blueprint dropped will give you that exact enforcer you just deafeated. It will have the same color(s) and stats as the one you killed and can be crafted at any city terminal. The higher the stats the more ingredients you will need.
