Take a rocket launcher and blast it 3 times
They are extremely easy kills with the argentavis. Pick one up, fly up to a safe location in the city with a flat surface beneath you and claw away at its health. It will still hit you every so often, but you won’t need to worry about scouts or defensive units coming for you.
Usually, they drop blueprints +/- 5 levels of the enforcer you kill.
To get the crystal and element dust you’ll need, use that same argentavis to either break lamp posts and lights throughout the city (it will loot automatically) OR better yet, carry your doedic and let it do all the work on those lamps. They’re the most efficient for collecting element dust.
To get a blue print of an enforcer your will need to kill one and got to it's inventory and collect the blue print (the higher the level does not mean you could always get a good blue print but I'm not fully sure!) You will need metal ingot,oil,element dust/normal element etc
Get a lower level and level it up.it is way cheaper
Use bola then attack easy way to get resources
I use a small pack of pteranodons breed for fighting. So I mainly put points in health and attack cause I don't ride them. I have one built for utility purposes that's the one I ride on. This strategy works for many creatures of various difficulties. Enforcer is one.
Argintavis pick attacks are a safer way to gain oil and BP's
The enforcers are found roaming around the sanctuary, do anything to disterb them and you will be fine.

Kill one then hit bench’s to get element dust then make unassembled enforcer EZ
Bola from behind or they will teleport and kill you
On genesis part 2 use tek suit and run into them
To safely and quickly kill an enforcer for the blueprint, use bolas, if you're just starting, instead of going melee when it's stuck, shoot arrows at it's face... If it works for me, it can work for you
