As far as I know, angler gel can be obtain in two ways in mobile. First option: Go to the bottom of the ocean and kill Angler. Second option: Kill Achatina. (Anglers give more angler gel than Achatina)

On mobile go to hunter cave in the water and you will find angler fish hit up if this helped
