Ok so Idk why Mosasaur and Plesiosaur have the chance to drop this skin.But I do notice the SLIGHT reference here.You see remember jurrasic park and the Spinosaur was the star?Well if you do you probably know that this skin is a reference to the gun in that movie.The gun was the weapon that driven off the Spino!It lit a fire and chased off the Spino this is why Spino can drop this skin accasionally.

On ark mobile i think this is guaranteed drop from plesio and mossa, after going underwater exploration for 3 days (3 days on ark ofc) and killing some low lvl plesio and mossa i got 27 of this skin
Plesiosaurs and mosasaurs supposedly have a 100% chance to drop this, and spinos have a 1% chance to drop it. It can be equipped on one flare gun to turn it into a "fireworks flaregun" so if you have a stack (old mobile only) of flare guns you need 10 fireworks flaregun skins to get 10 fireworks flareguns.
Also if you use the flaregun the flaregun along with the skin disappears.
