As the dossier states he a big sand swimming boi and both Ragnorok, Lost Island and SE are/have big deserts.

Get a flier you can shoot off of like a tape or a griffin.

Step one= throw bombs at him and blast him out of the sand

Step two= (possibly) load his skull full of tranq darts
