To make Heavy Miner's Helmet, combine Electronics, Metal Ingot, Polymer, Crystal, Hide, Fiber, and Angler Gel in a Fabricator for 5 seconds. The Heavy Miner's Helmet unlocks at level 63 and requires 35 Engram Points.
It gives you more armor than a riot helmet, you can get high-quality blueprints of them from red loot crates in the swamp cave, (it is not listed on the ark wiki, but it is possible) and free gifts (though from a myriad of blueprint options)
