This creatures level doesn’t matter a lot in pve or single player since all of its utility comes from a tek saddle that can be used with element and grenades. In pvp you will want a high level and I have found a lot of these saddles in white drops. You also can no longer use it without the blueprint learnt at level 120 for the player.
