Swim beside it and try and get the fish to target the turtle. This will start the taming process keep doing this till tamed. For the saddle kill the turtles to get shell fragments and combine 22 of them with standard materials in a smithy. You can build on their saddle but don't cryopod if you have built. They have patched the render range range so ignore any tips that say to leave render as it will no longer.
